There are no actual messages, but ifconfig reports lots of RX errors. The
phone line shoukd be OK, since it worked correctly with the internal 33K6
modem. The modem at the other end is my ISP, which should work.

Since the problem appears to be either the mopdem or the serial port, and
the serial port is unreliable anyway, I'll try to find a 16550A and see
what that does.
