First:
please learn how to use whatever mailer you're going to mail us with.
Apparently your e-mail editor doesn't insert line breaks for you, and
it's rather difficult to read your email when it's on one long line.
If you can't figure out how to make outlook do this, A number of popular
linux-based ones do this, such as pine. Second, anyone smart enough to
answer your questions is smart enough to read ascii. You don't need to
repeat yourself in html.
I don't think you need to touch your XF86Config file, also, it's XF86Config
not xf86config ( on unix capitalization matters ). I don't have a redhat
machine around, but I have an account on a mandrake box at work, which should
be similar, and it keeps XF86Config in /etc/X11.
Probably the utility you want is xvidtune. It seems like it does what you
want. I haven't used it, as I've had no need, but, it has buttons taller,
shorter, up and down. From your description of the problem, it sounds like
the shorter button will do what you want.
If you run into problems, xvidtune does have a man page.
have fun
