I'd think your best bet is to use the vga driver, e.g. XF86_VGA16, then you
don't need to worry about the card. Never really used a vga monitor myself.
Even my 1980's 386 monitor was svga :). I have used the VGA Xserver for cards
of unknown type or that didn't yet have support in XFree86.

I'd rather suggest getting a better monitor or use some X environment such as
Hummingbird's eXceed on your PC and use the vga as a text console.
