Quite possably it does mean that, root has to configure interfaces of such
caliber.

Redhat defines network configuration in /etc/sysconfig/network.
You could edit all the lines into /etc/rc.d/rc.local as well, then it will
get started at bootime untill you lrean more about how redhat jumps from
one /etc/rc dir to another during bootime.
