Are there some clean cut instructions on setting wins on linux?  
I've read the O'Reilly book without much success.  Thanks for the help.

Here's an update on the situation:
1) My local network, which consists of my RH6.1 
   server and win98 client is on a 192.168.0.x 
   network with subnet 255.255.0.0  The school 
   network is on a 10.x.x.x network with subnet
   255.255.255.0

2) Here are the options enabled on my win98 client:
DNS Configuration
    Host: Chamelion      Domain: school.edu
    DNS Server Search Order: 168.28.176.11
Gateway
    Installed Gateways: 192.168.0.1
WINS Configuration
     Enable WINS Resolution
     WINS Server Search Order: 192.168.0.1, 168.28.176.253,                            
    168.28.176.254
IP Address
     Obtain an IP address automatically is enabled

3) Here's some excerpts from my /etc/smb.conf file:
     interfaces = 192.168.0.1/255.255.0.0                   
                  10.1.4.201/255.255.255.0
     bind interfaces only = yes
     name resolve order = wins hosts lmhosts bcast
     wins support = yes
     ;wins server = 168.28.176.253
     ;wins proxy = yes
     dns proxy = yes

4) This is what my /etc/lmhosts looks like
     192.168.0.1 linuxserver.school.edu 
     10.1.4.201 linuxserver.school.edu 
     192.168.0.10 linuxserverclient.school.edu 
     My /etc/hosts is similar

5) my \windows\hosts file on my win98 client looks like this:
     127.0.0.1       localhost
     192.168.0.1     linuxserver.school.edu

6) My linux server as well as my win98 client can ping on 
   both networks.  My linux server can be pinged from both    sides
