if you can access shares using ipaddress thats all you need.
but i recall that you wanted to see the network in network neighbourhood.
this is in windows circles called browsing, browsing is broadcast based,
it works a bit like this (simplified and from memory so dont quote !) 

every host announces its self about every few mins with a broadcast, the 
broadcast contains the machines name and a list of shares,and and index as
to 
OS type,and a query as to the masterbrowsers name  (MB ) if it exists the
the 
MB responds, adds the host and it details to the browse list it maintains,
this list is sent to backup browsers and the host can download the browse
list.
the MB announces changes to the list every 15 mins. Certain events can
trigger 
an election of a new master browser. this is decided by os level, NT server 
at top, WFG at bottom, (samba can be set to always win)

more than likely, routing is not going to pass on broadcast packets, that is
why
browsing is not working. but  direct communication does.
E.G  if the 192.192.28.x network is LAN1 and 10.10.10.x is LAN2
using this table,

if  a windows host  on LAN1 broadcasts  on 192.192.28.255 (as it would) This
wont
be forwarded to the LAN2. as it fits the 192.192.28.0 route.

lmhosts and wins are just netbios name to ip addr resolution. 

so your problem can be overcome at least 2 ways,
1) give up ;-) set up your c:\windows\lmhosts with the machines you want to
connect
to, and make desktop shortcuts or map drives to the shares.

2) NT,Domain master browser,WINS lmhosts.
with out knowing the details of the network, its a bit hard to answer 
but each subnet will have a master browser, or domain master browser, 
and each must know of the other via either lmhosts or WINS,
in windows lmhosts can have 2 options #PRE and #DOM:domainname
so if each master browser in each subnet has a entry(with #DOM) for all the
other 
master browsers,then if that browser cant resolve the netbios name, it will
match the 
domain name in lmhosts and forward the query to that host.

somthing is not quite right with your samba config, hosts allow, hosts deny.

tcpip protocol.
maybe reinstall it.

in the start button ,run box.

i think most of your problems are with windows networking,
there are many books on windows networking, or that terrible MCSE course.
