Check /etc/hosts.allow on computer B and make sure computer A's ip is in
there, for example it should look something like

 ALL:192.168.1.1

which will allow everyting (from inetd) to accpect connections from that
computer.  If you just want it for ftp, it will be something like

FTP:192.168.1.1

or

ftpd:192.168.1.1

(whatever is /etc/inetd.conf)

also tcpd does a reverse look up and if that fails, it denies the connection
(cause it thinks it's spoofed or fake??) so make sure you have any
/etc/hosts or dns server setup correctly.
