Check /etc/inetd.conf and make sure the ftp service is not commented out
also check /etc/hosts.allow and put something like
ALL : 192.168.1.2  and check /etc/hosts.deny and make sure that ftp is
actually allowed. Have you tried any experiments with a firewall?
