I'm not sure what the question is, but here are some answers:

The maximum number of primary partitions is 4.

After creating an extended partition,
 no more primary partitions can be created.

The maximum number of primary partitions
 when an extended partition exists
 is 3.  i.e.  #1, #2, #3 are primary, #4 is extended.

Extended partitions are available/configured from #5 onward.

Actually you should see:
 /dev/hda1 (primary)
 /dev/hda2 (extended) this partition may only be used to define
                      the extended partitions (as below)
 /dev/hda5 (part of /dev/hda2)
 /dev/hda6 "
 /dev/hda7
 ...
 /dev/hda#
