Usually BIOS, iDRAC and LC updates go together, so you might want to update LC and iDRAC as well.

They seem to rely on a 7 y/o library that our distro no longer
supplies gcc++3.3...(as gcc on suse rolling is up to gcc 8.x). Installing
those will be a challange.

However after re-reading the thread I think the issue seems to be originating from these two statements:

The new one said I had did not have a Dell approved upgrade in my
    memory.
and did not have a license for the upgrade, so repair actions would
    not be applied.

It also said something about me needing a 'vflash' to authorize a
    license for the memory upgrade.

This would be an iDRAC license most likely. But I can't possibly tell why it would complain. I've never seen or heard that Dell is rejecting non-DELL RAM. They used to complain about non-DELL harddrives. But RAM?!?! That's news to me.

Me too, though it is not seeming to be upset with the non-dell ram,
but with the fact that by populating all 6 memslots, I'm apparently trying
for 6x16=96G/processor when it seems to only want to let 4/6 of the memslots
function.

Maybe it has something to do with my ordering the MB on EBay from
someone in Germany. Maybe they deal customers differently there?

Still it is troubling that they can allow/disallow any hw or sw upgrade
and that you can end up with a troublesome unit because of that. I'm wondering
how I can get it reset. Strange.

vflash (it's actually an SDcard slot) can be used as a storage space for OS, drivers, and apparently also licenses.
----
Yup -- definitely have seen verbiage about licenses on the vflash cards.
