Just assign a dummy address (I'd suggest a good guess from the ISP's
assigned address list) but include ipcp-accept-local in your options.  If
you read the man page, the demand option requires a remote address because
it preconfigures the ppp interface before dialing.

A static local IP address is highly recommended, but a dynamic address
works.
