You leave it out *completely*.

The module is generated outside the kernel tree.  The code inside
the kernel is too old (at the moment) to be used/usable.

In menuconfig/xconfig you simply decide whether to compile the
code, not whether such code can be included into the kernel
at all.

PS: You could, of course, say you want it as module, create
    the module, and create the module from the ftape sources.
    Does not make sense, though.
