Yeah. The issue here seemed to be mitigated by me setting fixing the state 
machine to not go to END_XFER, but instead directly to IDLE.

However, I seem to be getting CONFIG requests twice now... That was causing my 
'no OUT' problem (all requests were getting dequeued, the driver thought it 
was already in that configuration, it was a mess.)
