Sorry, my mistake.  I misread this comment near the start of the file:

 * Note that all HCD drivers do URB_ZERO_PACKET and timeout properly,
 * so we don't have to worry about that anymore.

Since the OHCI and EHCI drivers don't support timeout properly, I still
find the comment a little puzzling.

You misunderstood -- I meant that when I remove timeout support from the
UHCI driver I will put it into the USB core instead.
