Please help me.

My problem is this:
I have a keyboard (that uses usb 2.0) and a USB HUB.

With the computer powered off I connect the keyboard on the USB HUB and
then I connect the usb hub to the computer. When, I turn on the computer,
I get a lot of error messages, and the keyboard doesn't work.

The messages I get are like this:
"Device descriptor read/64, error -71"
"Device not accepting adress 23, error -71"
"Cannot enable port 1. Maybe the USB cable is bad?"

If I keep typing, lots of messages appear on the console.

If I unplug and then plug the usb hub again, the problem solves. And if I
reboot the computer after this, the keyboard will still be OK.
If I unplug and then plug the keyboard again, the problem solves. And if I
reboot the computer after this, the keyboard will still be OK.
But with my environment, it's impossible to keep plugging/unplugging the
usb devices everytime...

Everytime I unplug the computer from the wall plug (and turn it on...), I
get the same problem again.

Can anyone help me?

Is there any way I can turn off and on a hub port to simulate a keyboard
unplug and replug using software?
