And what do I see in the script? A commented out "echo" that would have
told me I had both Packages and packages.rpm database files, and that I
had to delete the one I didn't want.

Why the heck was this commented out? Silly beggars.

So after a lengthy --rebuilddb I can now install the security upgrade
properly. Hoo-bleedin'-ray!
