yes it is a live filesyatem you can uses to install from. actually you can install gentoo from anything that will boot and give you the appropriate tools really.
seems to me the tools you need are: fdisk mkfs for the filesystem you want mkswap mount a module for your network connection and the network tools (dhcpcd or pump, ifconfig, route mainly) an editor a method of downloading a tarball (wget etc) tar with bzip2 support (or bzip2 and tar) chroot I have maybe missed one or two. after you have chrooted, all the tools you need are in the stagex tarball you just untarred.
