While I agree spam is despicable, I think technology should be developed to combat it (and indeed is) - not more legislation. My experience is that when government gets involved, the whole thing turns to custard.

I actually think the article is totally neutral, and by reporting what the man said with little comment allows the reader to make up their own mind. The worst part is that the article is entirely correct in its portrayal of a person who is making a lot of money from other people's ignorance/stupidity/naivete/desperation. Sadly, there is little social pressure on modern behaviour to do the right thing.
