I had an external modem that did that. I thought it was a Linux thing
for ages until one day when I read something about modems designed for
foreign phone exchanges. I checked that underneath of mine and found an
Australian telepermit - Nothing from NZ. I replaced it with an NZ
telepermitted one and the problem went away.

It PMO that I'd bought the orignal modem in NZ in the first place.
