CLUG may have to "exist" in order to be able to run a service like this. This was discussed on the list a little while ago, and the concensus at the time was to leave things as they were ...
This is due to be discussed again next January :-)
Perhaps it would get more support now. I, for one, am becoming more in favour of a legal entity being set up. But perhaps we should hold discussion until Jan when we, IIRC, agreed to revisit the issue.
