There are ways to make this happen, knowing the right people and asking
the right questions always help :-)

Talking to a business who has unused bandwidth and might be prepared to
offer some space ...
Wrong Question - "Can we put a server on your network for random geeks
to play with?"
Better Question - "Can you donate a fixed bandwidth slice and rack space
to allow a non-profit organisation's server onto the internet?"

The hardware isn't too difficult - to start up a service, pretty much
any old box can handle dns and email for collection, and basic web
serving. After usage is understood, start raising funds for a new
machine.

The bandwidth limit can be imposed on the box itself, from outside by a
suitable firewall, or simply by trust.
