Yes, a shifter per client.

IT will cost around $90 IIRC.  The shifter is useless for anyone who is
not at the University, so I imagine there would be a buy-back scheme for
the shifters.  The antenna and the 802.11 card are quite useful pieces
of kit, so I would not be slitting my wrists over having them :)

ADSL is more expensive to install.

It is to stop non-CTA users from using the network.  I think the
rationale is: fewer people, you know who they are, and you don't have to
confer their degrees if they do not pay their bills.  (Yes, this does
happen.)
