My opinion is that this is a good long term result for internet users, but 
with short term disadvantages.

Local loop unbundling would have created a cosy club of telecommunications 
providers. The only area of competition being retailing, based on Telecom's 
wholesale offerings. We would have seen competition based on cutting margins 
in retailing. The problems relying on Telecom's local loop and its 
monopolistic behavior remain.

This decision gives prospective service providers greater incentive to install 
their own modern network and as a consequence drive Telecom to improve an 
offering based on copper that has been lying beneath the water table for 30 
years.
