Depends on how you define open source. Yast1 fails the 
http://www.opensource.org/docs/definition.php definition on the first point.

1. Free Redistribution
The license shall not restrict any party from selling or giving away the 
software as a component of an aggregate software distribution containing 
programs from several different sources. The license shall not require a 
royalty or other fee for such sale.

Note can sell changes.

Apparently Yast2's license just passes. So you can hardly say that they were 
always open source. Unless of course open source just means to you your 
allowed to look at the source code. 
Note that there is only one Distro using YaST SUSE.
