/dev/modem is normall a symbolic link to the real device.

It could well not be pointing at the actual device correctly.
please could you post the result from this command:-
ls -l /dev/modem

and this one:-

ls -lL /dev/modem

We need a little bit more detail, please could you can tell us what type of 
modem it is, and what file you compiled.

To test out naughty modems you will need to be able to 'talk' to it.
Minicom is an application which can do this well. You might care to load it.
