I have done so, and yes probably suitable for a bright 7 year old. Miles is 8 and copes with the basic programming concepts from the windows based software, which is very goooey.
bear in mind that on linux the child wll be programming in a c-like language, or forth, or something similar. They are ok, but the windows based software that is more "graphical" may be a more gentle introduction. get the full mindstorms kit if you can afford it. The lesser kits (spybotics, "dark side developer kit" etc) have lesser "bricks", less features etc. With the full mindstorms rcx there are also more programing alternatives.
