I've tried editing the values in XF86Config and changed the 'modes' line
in the display subsection to include 1024x768 

This didn't seem to have any impact.

How do I even identify that this file is the one being used as the
configuration?

I also ran the display program in kde which shows me that the monitor
wasn't probed.  It gives me option to select different res but I cann't
see how you set it.

In windows you just right click on the desktop then select an option
form the menu to display a window (etc, I'm sure most of you know the
drill), is there an option like this within kde?
