Try the CHCH wireless network group.
yobbo.co.nz/WirelessCommunity.htm  is the URL I saw last friday that they have 
a mobile setup so they could help out by just turning up to your location and 
then trying to get a fix on the frequency the weatherr info is boardcast at 
(would not surprise me if they know it and do get it).
