We had this discussion before - I agree with your "used sensibly". However, in most cases it's not, and as flash is a security risk, alternative provisions to at least be able to navigate or get the few-words-guts-of-it are not usually made. You wouldn't believe the number of site which have absolutely nothing to say on their top(!!!) page but the big blank white void when you turn flash and javascript off. This is still the security recommendation for cautious users.
