Ouch, I think that's the same modem I have and I never got it working on my wife's laptop.
It sounds like Vatsala is doing the right thing with Ubuntu's setup (Computer|System Configuration|Networking) but I guess an unrecognised modem is a full-stop.
I had a look at the Ubunti wiki for hardware support, but I'm not sure I know what type of laptop is being used ...

Embedded modems ("winmodems") are very difficult to support - would it be possible to borrow someone's external modem for a while (actually, I have one you can try with) and see if you can get that going? That will at least prove the networking setup is fine, and narrow the problem down ...
