mmmm speaking as somebody who came from europe recently I'd blame it on
road design mostly, I do not believe that NZlanders are worse at driving
than (pick your european country of choice),
and yes I do believe that the skills required to get a driving
license are fair since driving does not require one to possess major skills
in the first place, the fact that mistakes cost lives/injuries should simply
suggest the driver to raise the level of attention in what she/he is doing.

Oh ... and yes it is true that in NZ, drinking clubs have some serious driving 
problems.
