why would kppp write to the logs? as i understand it sysklogd writes to the 
logs, kppp etc should use the system logging.

AFAIK you only need the user-who-wishes to be in a group that has appropriate 
access to the device concerned, ie /dev/modem (or whatever /dev/modem 
ultimately links to)
