You usually[1] download a net install ( http://www.debian.org/CD/netinst
), and then update once a base image is installed.

The alternative, which I am actually doing at the moment, is to use jigdo
to perform a 'jigsaw download' of a couple of DVD images - yup there's
over 4.5GB for the testing version for all architectures - details from
http://www.debian.org/CD/jigdo-cd.
