True, also should these be readable by anyone else? I see they are owned by 
root:dip but only readable by root

Let me show you how to find it:

Go to 

http://packages.ubuntu.com/

in the box "search package directories" type "minicom", click search -
it comes up with one package, click on the word "dapper" and go to the
next page. Note that the only dependencies are libc6 and libncurses5,
which will be installed already. lrzsz is recommended by not needed.

Go down to where it says "download minicom" and click in "i386". It
takes you to a list of mirrors. Under NZ and australia there are two
options, planetmirror was broken last time I used it.

The ither one is mirror.isp.net.au, the full url is as I entered it
above.

The reason you started at  ubuntu.com is becasue mepis uses the ubuntu
packages.  dapper is the current version of ubuntu.
