A phone is a phone is a phone and that is all that most people have at home.
For 80% of the staff and 100% of the students, a phone call is all they want
to do.

True - but a cheap analogue phone is $30-$40, compared with hundreds for a
digital handset or anything more modern.  How old is the phone in your
homes?  I have one newer dect cordless, a wired uniden and a red 101 clanger
from 1971.  I'm sure all three will last at least another 20 years.

Students go to school to learn, not to make phone calls.  Teachers are busy
teaching them, not making phone calls generally.  95% of the calls come from
10% of the staff.
