No, xfce uses xfwm and is fast, lightweight, small download, and easy
to set up. It's fun. Did I say fast? I like it better than windowmaker
or blackbox. (sorry, fans, I haven't used either extensively)

If you have gnome or kde installed, the xfce desktop user menu (mouse
click menu) shows the menu structure (if it's in standard locations)
and allows running gnome/kde apps.

It is being constantly improved.
