When it comes to detecting a second monitor, (or sometimes detecting the first) the monitor is only detected if the monitor is plugged in when the card is powered up. So - if rebooting does not cause the monitor to be detected, shut the computer down, remove the power plug to the computer, explain to the computer where the rubbish dump is, and startup.
