 Sounds like a problem with TCP data getting from your place to telstra.

Your linux computer (get it on topic, before the list police ban me also) does record the number of retransmitted
packets..
 You could use;:
     netstat -s | grep -i segmen | awk '{print $1, $3}'

which is a quick report.
However, the real recipe is some performance monitoring tool for the network.

Sadly, TCP traffic is critically affected by loss of packets - a 1% loss rate is not good..
2% is another figure of the threshold as to when you get worried..

Thus, when you do ping to some remote server, and almost all of them come back, you think - we are ok. However, ping packets are very very small, and are less likely to be eaten by network entities.

The fixes..
  Move to a house closer to the provider.

  Better ADSL box?

ADSL installations - extension leads between the ADSL box and the wall are a bad idea.

Is it your wireless link in your house? Thus, does a computer connected via ethernet to the ADSL box do ok?

Ignore the noise figure reported by your wireless software. The number is close to meaningless,
  unless you are prepared to plot and examine it over a 24 hour period.

Actually, since you say that you cannot log into your router at night, I do think your wireless link is suspect. Your router does record statistics on the link between it and the ISP - this might verify the quality of the link at night.

With the takeover, they did not immediately replace all the equipment - it is the same hardware at the ISP. Could be. Vodafone found a way to get a whole lot more customers who are busy using internet at night and affecting you.

However, I do think your wireless link is suspect.. My understanding is that almost everyone installs a wireless ADSL box and the radio noise level has gone up. There are relatively few people who have a network in their home that consists of 3 switches and a hub.
Although, I do have two access points in addition to those switches and hub.
