Thats really my suspicion too. Like when you've tested everything on
your end and the metrics  just go "Nope, no problem here", then it
suggests the problem is in the places you haven't looked, or places
you can't look.

Granted, I'm paranoid that telecom just give non-telecom customers 3rd
rate service and don't care about problems we experience.
