The highest priority choice: by command option (like --incode)
The next priority choice: by the emacs-like tag
The third priority choice: by LC_CTYPE or nl_langinfo(CODESET)
The last priority choice: fallback to Latin-1
Thus, my suggestion is the additional third priority choice.
Since groff is a text-processing software, it should be sensible
to LC_CTYPE locale.
