You're right, but it seems that:

1. The glyph indices for the presentation forms of Arabic glyphs in most 
OT fonts is the same as those political characters. Few Arabic OT fonts
support 0600 block but not FE00 block.

2. The glyphs in the compatiblity area are sufficient for rendering Arabic
(the language) and Persian, and possibly others such as Urdu. So before
adapting a better mechanism, what is the reason behind not using these? I
agree that these are not enough, but there is no agreed mechanism for
doing the extended thing in common X fonts yet. We can support the
characters that have their presentation form there now, and others (which
are used less frequently) later.
