All together now: DTR 14652 is **NOT** going to be an
   International Standard! It FAILED to become a standard due to
   stong critisism (which the editor did not want to move on).
   It was retargeted to be a Technical Report, and as such it
   will be an informative, NOT a normative, document.

You are absolutely right, and I tried to imply that by referring to
the document as a "draft TR". However, Keld said the data would
become "an ISO standard", and I wanted to question him on that.

Separately, Keld, you've said I need to look at WG20 N706R2. I don't
have that handy, but I assume you do or know a URL where I can see it.
Please send that information to me. Of course, it would be simpler
if you would answer my original question directly.
