after looking at 
http://www.unicode.org/Public/3.2-Update/SpecialCasing-3.2.0.txt

there doesnt seem to be any method in unicode for mapping
"S" "S" -> "small sharp s"
when lowercasing.

Is this not a requirement for German locales?
