LANGUAGE is quite standard now (I never saw "LINGUA" however).

Because LC_MESSAGEs, like all LC_* must point to a valid and existing locale,
and to *only one*.
LANGUAGE don't have those limitations, it can point to a language name for
which there isn't any locale defined yet, and you can provide a *list*
of languages, by preferred order (that is indeed a very powerfull and
appreciated feature).
