Is it out of focus, noisy, resolution or frame rate to low? The Optia supports up to 640x480 @ 30 FPS. Depending on how high you set the exposure, you may not get 30 FPS. At least with luvcview you can pass in command line arguments to force the resolution and frame rate higher. It's possible that Ekiga is lowering the resolution of the cams to be able to run both of them at once. You could try running one at a time.
