Ok, I found the problem, need to set sample rate to 18ooo HZ, this command 
does the job:

arecord -vv -D hw:1,0 -c 1 -f S16_LE --rate=18000-v test.wav

Now I only need to find out where to write it down so ALSA always talks at 
18000 Hz to that device...
