Yes, you must set the webcam mic has the default input device and then use the pulse virtual device (alsa) or a pulse client instead. You should now be able to set any sample rate you want with arecord, audacity, or any other app. You can check/set your input devices with pavucontrol, check the recording tab (while recording) for the volume meter.
