Yeah, my passwords was one of the first things I tried migrating. I've
been very happy with keepass. Its file based instead of relying on a
server, so as long as you have a way to sync your password DB between
devices you can access it anywhere. I use nextcloud to sync it now.
Before I used syncthing. You could use scp[1] even. The vault can be
encrypted with a password, biometric device, or hardware key like
yubikey. It can also hold more than just passwords, including things
like payment information, totp codes, and more.

I'm not as familiar with encryption tools, I do have openkeychain
installed on my phone to use for PGP encryption in K9Mail. You can also
use it to encrypt/decrypt files as far as I know. Although there was
that recent disclosures  about security issues and PGP. I'm not
knowledgeable enough about that to comment on it though.

Sure I can present about my experience trying FOSS apps that don't
