Whatever may have happened, that IS a german keyboard layout. You need
to change that, read on.

SuSE has a very advanced tool for configuration of the X server, called
sax2. To use it, you need to shut down the X server, since sax needs to
start the server in order to configure it. Log in as root, and issue the
command:
init 3
That will shut down the X server, and you can start sax2.

I am on this list, very much so (I'm a co-moderator ;) ). I see this
gentleman had some help from other members, but I think I can add
something to it - the solution proposed would change, I believe, only
the X settings, leaving the underlaying system untouched. Now, it's been
a while since what I used - SuSE 7.1 - was current, but I believe that
it still has the "rc.config editor" (even though the /etc/rc.config file
is gone). You should be able to start the editor through YaST2. You need
to set the variable controlling the keyboard layout to whatever suits
you (I guess "us" instead of "de") - I can't remember the name of the
variable, but it is pretty self-explanatory, IIRC.
