The IP configuration of the machine you're typing this command on. The "no route to host" means that the OS can't determine how to reach the other machine, so the ssh communication isn't even leaving the computer. The routes are calculated from the IP address and netmask of all configured interfaces; so only packets intended for this subnet (often referred to as "local subnet) are sent over the interface. If there's a standard gateway configured, that will be used for non-local subnet addresses (and you'd be more likely to get a "host unreachable" error). So either the NIC of the computer your're trying to use the scp command from is either not configured at all, or it is in a different subnet, something like 192.168.0.x/255.255.255.0. Set the IP address to one from the 10.0.0.x subnet, and you'll be fine. A word of advice more: whenever having problems with something network-related, don't assume it's the network-related app's fault. Always check basic connectivity - whether all cables are plugged in properly, the IP configuration, ping the other machine, scan ports with nmap etc...
